DeepSeek Secures $15 Billion Windfall Amidst Washington Scrutiny

The Hangzhou-based AI lab secured massive new capital shortly after U.S. federal agencies were ordered to strip its software from their networks.

The global artificial intelligence landscape is currently characterized by a paradox of rapid expansion coexisting with tightening geopolitical security measures. This dynamic was sharply illustrated this week when DeepSeek, a prominent Chinese AI laboratory, reportedly closed a funding round of approximately $15 billion, or roughly 100 billion yuan. According to Bloomberg, this transaction stands as one of the largest private funding events in Chinese history, occurring just 48 hours after the United States directed federal civilian agencies to eliminate DeepSeek’s technology from their infrastructure due to security apprehensions.

The new capital injection appears to be backed by a coalition of major domestic players. Reports indicate that potential investors include CATL, a leading Chinese battery manufacturer, and Tencent, the tech giant responsible for the WeChat messaging platform. This latest infusion follows a significant capital raise in June, during which the company secured over $7 billion at a valuation of $50 billion. Additionally, the Hangzhou-based startup was reportedly seeking an extra $1.5 billion in July, aiming for a valuation near $71 billion, with internal plans suggesting a potential initial public offering in China as early as next year.

Despite the friction from U.S. regulatory actions, the company is accelerating its expenditure on AI infrastructure and open models targeting both domestic and international audiences. This aggressive expansion strategy is expected to intensify competitive pressure among its local rivals. The timing of the raise underscores a broader trend of investors committing billions to AI firms globally, with a particular focus on Chinese entities aiming to remain competitive in the international race. For context, Moonshot AI, the developer behind Kimi, secured $2 billion at a $20 billion valuation in May, while Manus AI raised over $500 million earlier this month.

The public market performance of other Chinese AI firms further highlights the sector's momentum. Zhipu AI, also known as Z.ai, and MiniMax, both of which listed on the Hong Kong Stock Exchange in January, currently hold market capitalizations of approximately $29 billion and $7.2 billion, respectively. These figures suggest that despite cross-border tensions, investor confidence in the region's AI capabilities remains robust.

DeepSeek’s origins trace back to 2023, when it was established by Liang Wenfeng. Liang previously co-founded High-Flyer, a Chinese quantitative hedge fund that provided the initial financial backing for the startup. The company gained widespread international recognition in early 2025 after releasing a free, open-weight reasoning model that challenged the prevailing dominance of U.S.-based AI providers. Corporate ownership data analyzed by WireScreen indicates that Liang retains an estimated 81.6% stake in the company's Chinese operating entity following the previous funding round.

The swift accumulation of capital raises questions about the long-term resilience of the company against regulatory headwinds in the West. While the funding provides substantial resources for infrastructure, the U.S. directive to remove its tools from federal systems signals a persistent caution among American policymakers. The interplay between DeepSeek’s financial growth and its operational restrictions will likely be a focal point for observers of the global AI market in the coming months.
